现有的内容合规模块里面的敏感词添加，生效的是AI 网关全局的，希望能够将敏感词组跟用户组绑定，针对用户组来生效敏感词，更加的灵活，比如一个组给MaxKB用，生效敏感词，一个组给Vibe Coding 场景用，不生效敏感词。
