[Feature] Allow set default location from template

We frequently have templates that only work in one region or we want to lead users to select a certain region for that template.

It would be great if we could specify that default region in the template.

Maybe in azure.yaml, maybe in main.bicep. Some place to tell azd to select that region by default for that template only.

This would take higher precedence than the default location config setting.

Love this idea - definitely a huge pain point and a recurring issue. I think we have some related issues.

#2696 added support for filtering. We can likely do the same to support defaulting. It will end up being metadata in main.bicep. Will add more details as I dig in deeper.
