Add pre/post hooks on `azd pipeline config` ...

When azd pipeline config command is issued, the repository is setup and the pipelines are configured. However, there could be additional steps to fully configure a repo, e.g. adding branch protection rules, configuring issue/pr templates, etc. Having a way to execute a script via a hook after the command is run would enable a dev lead/platform engineer to easily set these up.
