Description
Update Go version used in development to 1.25+. This also requires changing the base image to one with required libraries, due to https://devblogs.microsoft.com/go/microsoft-go-defaults-to-system-crypto/. (May also need to check on glibc version compatibility.)
(Note that this does not change the version used in CI, which is currently still determined from go.mod by action/setup-go)
