Events page bug fixes: Align "Show failed attempts" and prepend '0' to minutes in timestamp

The line and dot for `show failed attempts` is not aligned with the other bars on the Events page. 

Also, there needs to be a prepended '0' on the minute of the timestamp when the minute is in the single digits.
