`%help cumsum` open the javahelp browser instead of dumping the html doc

On mybinder notebooks (or any other cloud), the %help magic is unusable as it opens a new native desktop window. As the help page is existing, the html doc can simply be outputted inline (either through a specific Scilab function or a custom magic).
