Run the unit test every time a PR is created to staging

AC

1. Unit tests are run every time a PR is created in staging.
2. Prevent a PR merge if it doesn't pass the unit tests.
3. Notify the author if their PR doesn't pass the unit tests.
4. Add instructions to run the unit tests locally.
