[RC-244] Improve UX regarding outdated checks

Problem:

Some checks should be rerun and re-interpreted after some changes. For example:

1. source updated every morning
2. further code changes

Acceptance Criteria:

• Consider the feasibility and implementation effort, define "outdated check"
• Outdate checks will be unchecked, so the users would know there are checks need to be rerun.

Bonus:

• Auto-rerun for checks interpreted as "No Change".

Test Scenario:

• Change threshold of value_segment for Medium Level in CLV demo PR.
