detect yanked releases

from time to time, the pypi releases got yanked, and we are doing the manual updates for now

Thanks! Yeah, the problem here is that yanking doesn't always happen for security reasons (sometimes it's just broken/erroneous release), so there isn't always an accompanying security advisory for pip-audit/osv-scanner to pick up on. But maybe we can broaden the scope of this repo to include bumps on yanked deps too, even when there's no direct security issue.
