Windows support broken due to MPI

Windows support is broken because of MPI issues on Windows. See discussion in #198.

Basically, this has to do with MicrosoftMPI not working well, and this issue is just a placeholder should any movement happen on that front as discussed in JuliaPackaging/Yggdrasil#8523
