feat: Add Rust SDK #229
Description
Add a Rust SDK for LibScope in sdk/rust/.
Priority: Low
Should follow the same patterns as the existing Python and Go SDKs:
- Typed client wrapping the HTTP API
- Semantic search, document CRUD, topic listing, ratings
- Published to crates.io
- CI workflow for build/test/publish
