ColorPalettePopover buttons have incorrect hover and down states

Bug Description

In the ColorPalettePopover sample, both the “Default Color” and “More Colors...” buttons display incorrect visual states during mouse interactions (for hover and down states).

1. Hover State Issue
The hover background is rendered as a rounded, button-sized area around the label. The expected behavior is for the hover state to cover the entire width of the corresponding action row, without rounded corners.

2. Down state issue
When the left mouse button is pressed and held while the cursor remains over the button, the button does not transition to the expected down state with focus. Instead, it remains in the regular focused state.
