What should happen
Update the RFC status from "Draft" to "Implemented". The secure-agent setup is fully shipped with multi-agent tests (Claude, Kiro, OpenCode).
Why
The RFC's own content describes a fully operational system. Leaving it as "Draft" misrepresents the framework's maturity to adopters evaluating it.
