What should happen
Update the RFC status to indicate Phase A is implemented. Phase A deliverables are all verified: docs/skill-sources/ exists with README + registry + authoring guide, Principle §13 amendment landed in PRINCIPLES.md, organization skill-sources.md files exist, setup skill has skill-sources.md. Phase B (lock files, actual fetch) remains in progress.
Why
The RFC has no status field reflecting partial implementation. Adopters and contributors can't tell which parts are live vs. planned without reading the full RFC.
