bug: telemetry snapshot does not restrict reported tasks to those created in the last hour

Existing telemetry-related fields are restricted to those only created in the last hour (for example, workspace builds / workspace resources). When task telemetry was added in coder/coder#20279 we missed createdAfter. We should add this to ensure we do not bloat our telemetry snapshot sizes.
