Intel acceleration fails for projects that link/dlopen libvpl#7

Install libvpl2 for all Intel branches

_setup_intel_arc() installs libvpl2 on debian, but not on ubuntu, and _setup_intel_modern() installs libvpl2 on neither. This causes runtime failures with anything that tries to load the library (e.g. ErsatzTV's next streaming engine that uses libvpl for capability detection https://github.com/ErsatzTV/next/blob/main/crates/ffpipeline/src/capabilities/qsv/vpl.rs).

A fresh install of ErsatzTV with acceleration enabled on an N150 gives this error when troubleshooting playback using the next streaming engine:

[08:40:49 Error] [ersatztv_channel::config] failed to probe QSV capabilities: error detecting qsv capabilities: libvpl not found: dlopen failed

Fix is simply apt -y install libvpl2. Then it results in:
