Expand number of candidate versions fetched when using version filter CEL

Following up on https://github.com/ctrlplanedev/ctrlplane/pull/1047/changes#r3132658223,
1000 versions is not enough. The endpoint should fetch pages and evaluate the CEL until the required number of results is found.
