add (shiny) app for adjusting suggestions

It may be a good idea to have a simple shiny app onboard that allows for adjusting/tweaking with the suggestions of the rule set.

- e.g adjusting lower and upper boundary check for rules
- adjusting the correlation threshold etc

And giving the user the feedback on what that rule change, does with the validation of the records.
