Add a zone for Turks and Caicos

There is no zone for the Caribbean state of Turks and Caicos. Data about energy production might take some work to put together to create estimates, but I think there should be a zone for Turks and Caicos as other islands in the region seem to be represented.

Since this region has its own ISO county level code it shouldn't be an issue.

We just need to update the map geographies and add a config file for the zone.

But as you say we might not have any data for it for a while.

I've opened #8299 with config for Turks and Caicos.

I'm completely new to this repo, and this is my first open-source contribution. I hope this will be a good addition. I would appreciate any comments and guidance on how to improve this.
