BufferChunkOverflowError inside @ERROR loops forever - no buffer parameter can stop it

Describe the bug

If a record is larger than chunk_limit_size, the buffer raises BufferChunkOverflowError and the record is routed to @error. If the output inside @error also has a chunk_limit_size smaller than the record, it raises the same error, and the record is routed to @error again. This repeats without bound.

None of the buffer's failure-handling parameters apply, because this error is raised at emit time rather than at flush time:

• retry_max_times / retry_timeout govern flush failures. No flush has happened yet.
• overflow_action governs BufferOverflowError (buffer is full). This is BufferChunkOverflowError (one record is too large) — a different error class.
• receives a chunk after flush retries are exhausted. No chunk was ever created.

The only way to stop the loop is to set chunk_limit_size in @error larger than the biggest record that will ever arrive. But that you don't have any control on.

To Reproduce

1. Copy the configuration mentioned below, save the file as fluent.conf, make the necessary directory changes accordingly to our environment.

2. run the command fluentd -c ./fluent.conf

3. you will see the infinite loop of the error

Expected behavior

A record that fails in @error for the same reason it arrived there should be dropped, with a log message saying so. @error is the last-resort path; it should be bounded by construction rather than by the user guessing a large enough chunk_limit_size.

Additional context

As far as I can tell the cause is that @error is itself a Label, and Label delegates emit_error_event / handle_emits_error to its RootAgent, whose @error_collector is the @error label. So an error raised inside @error is routed back to @error. Nothing marks the event as having already been through the error path, so there is no termination condition. Corrections welcome if I have misread this.

This also affects the case where the @error output is correctly sized but fails transiently — a full disk, a permissions change, a read-only remount. In those situations the error path failing generates more traffic on the error path, which is the opposite of what you want from a log shipper's last resort.

Suggested fixes

1. Drop an error event on re-entry into @error, and log at error level.
2. Failing that, at least emit a distinct log line on re-entry. Right now the repeated send an error event stream to @error warning is identical to normal first-pass error logging, so a loop is indistinguishable from many records each failing once.

1. A buffer in @ERROR must be large enough not to raise

@ERROR is the last-resort route, so an output placed there has to be configured so that it does not fail at emit time. In the attached configuration, chunk_limit_size 7 (7 bytes) cannot hold any record at all, so every event routed to @ERROR is guaranteed to raise BufferChunkOverflowError. Please allocate a chunk_limit_size large enough for the largest record you expect.

Note also that the overflow_action drop_oldest_chunk in your @ERROR buffer does not apply here. overflow_action handles BufferOverflowError (the buffer as a whole is full), which is a different error from BufferChunkOverflowError (a single record is larger than chunk_limit_size).

2. About the PR

Thank you for taking the time to write it. However, we cannot take a change that makes @ERROR drop records. @ERROR exists so that failed events can be recovered — if it discards them on its own, it defeats its own purpose. Fluentd should lose data only where the user has explicitly configured it to (e.g. overflow_action drop_oldest_chunk), not as a built-in fallback.
