Steps to Reproduce
A metric alert configured with level is not warning + is not archived fired on events belonging to an issue that had been continuously archived (via "Archive until it affects 10 user(s)") for ~17 hours before the alert's evaluation window even began. This was observed once in a customer's org; internal testing with the same filter and default archiving behaved as expected.

Expected Result
Events from an archived issue should be excluded by is not archived for the duration it remains archived.
Actual Result
The alert fired and counted events from an issue that was archived for the entire evaluation window.
