Improve adaptive sampling docs

• mention which OTEL SDKs support it, as we used to have in https://www.jaegertracing.io/docs/1.55/client-libraries/
• explain how to configure Jaeger (Adaptive sampling does not work with OTEL SDKs jaeger#6700)
