Requirement

plugin write operation should be filter by jaeger sampling strategy

Problem

we use clickhouse as jaeger backend storage, but when using this plugin, i can't filter by opertiaon, which the operation " /jaeger.storage.v1.SpanWriterPlugin/WriteSpan" take up a lot of space with useless infomation
