Can't connect via USB when providing power externally

Bug description

When providing external power to the kvm, USB to the device does not connect. With or without USB emulation it does not connect.

Without external power and using the power from the UGREEN NAS, it connects and works as expected.

This isn't optimal in my example as there are times that this NAS will not be powered on and I need to keep the KVM up and running to log/determine remote connectivity.

My desire is to be able to use a UI wireless Bridge and split the power off its POE port and feed that into a power blocking splitter - where one end goes into the KVM and the other end that has the power blocked goes to the USB device (in this case Debian).
