Google emulator: Ignore Observatory already toggled and ID not saved

Motivation

With spotted an issue and a feature request this evening https://discord.com/channels/1076791076544847982/1452045817417302099/1453083101868851433

1. When using Skylab, if the Observatory is already toggled, no need to crash a 500 or display an error in the console. We can just ignore it

2. However, weirdly, the ID of the Google does not seem to be saved or loaded anyore. Not sure if it's a bug or what.

Resolved by adding a new endpoint to the Observatory and checking it out in the emulator - i.e avoiding re-start and re-stop in the emulator.

That said, this does not resolve the other issue of the config not being saved. I cannot replicate this therefore I believe the issue was the dev's project which was using outdated crates which did not support yet Google Auth Config.
