Add back LocalStack Integration Tests

I've developed `LocalSqsSnsMessaging` and replaced LocalStack in the integration tests, the result is that tests now run deterministically and instantly 🥳  

However it is still valuable to flip the tests over to LocalStack every now and then to see if everything is still working.
