Add a link to /settings to the homepage

The homepage doesn't have the "Harmony / Release Lookup / Release Actions / Settings" navbar, so the only way to access the settings page is to go to the URL directly, or get there from a lookup page.
I think it makes sense to let people change the default region for example, before performing a lookup.

But I agree with you that the Settings button is lacking.

I'd like to work on this. I'll restore the existing NavigationBar on the homepage by removing the landing-page-only suppression, while keeping the current navigation links and styling unchanged. I'll run the Deno formatting, lint, type-check, and offline test gates.
