Add an environment variable to disable bin logs and/or to automatically delete them after X days

Reason for change

Bin logs files take up a lot of space

Binary logs are an important part of point in time recovery and we're not going to make it trivial for people to disable them without understanding the implications.

If you want to turn them off or otherwise tune their behaviour you can do so via the custom.cnf

That's a fair argument but would you at least add an environment variable to select mariadb start flags? That would make it a littlebit easier to manage docker-compose.yaml files with git.

I'll take a look at adding a CLI options env, I don't remember how we pass things to the daemon so it may not be trivial.
