Upgrade to new AzureML runtime

The current version of hi-ml consumed by IE-DL (0.2.5) is only compatible with the "old" AzureML runtime. This needs to be upgraded to at least 0.2.8 to allow IE-DL to use the new runtime.

Tasks:

• Upgrade hi-ml version
• Fix any bugs associated with the upgrade
• Update debugging and monitoring documentation to reflect the change.
