Python: [Durable Agents] Ensure consistency between .NET and Python

Come up with a mechanism to ensure there's consistency when interacting with agents built with the different languages from HTTP APIs or the DTS dashboard. For example:

• Entity method names .NET: Durable Agents: platforms should use consistent entity method names #2234
• Thread IDs .NET: Thread ID values returned by durable agents are different between .NET and Python #2236
