Hide repositories without matching issues in the Issues view

The Issues sub panel lists every repository in the workspace, even when a repo has no matching issues. With many repos, this creates a long, mostly empty list and makes it hard to find repos that actually have issues.

Please show only repositories with at least one matching issue in the Issues view. The “Create New Issue” flow can still list all repositories for selection, but the Issues view should hide empty results.
