Propagate relevant technique changes to connected sub-techniques

When saving a parent technique, the FE pulls all sub-techniques and compares the parent tactics to their tactics. If any differ, it tries to update the tactics of the sub.

We should replicate and migrate this logic to the BE to ensure consistency across client experiences.
