Improve guidance for limit metrics

It would be great if we extended the guidance for limit metrics to include guidance on how to capture min & Max limits.

Describe the solution you'd like

We have defined guidance of defining a limit metric for capturing the min/max values for a measurement.

This metric is to contain the following attributes:

• otel.metric.limit_type with values of max/min
• The other attributes on the measurement metric

The guidance needs to also include instrumentation type gauge or updowncounter

This complements #3155
