[Bug]: Implement Plan Button Does not Appear after plan has be generated successfully

1. Use Calaude Opuse 4.7 or 4.6
2. Ask the model to generate a big plan (Does not have to be that big)

Expected behavior

• IMPLEMENT should appear

Actual behavior

When the plan is finished generating, implement plan button does not appear
