@SMillerDev it will do this because the sync and Dependabot cannot/do not perfectly line up during the week. CC @p-linnane who has also talked about this. Someone can fiddle with the dates/times of Dependabot/the sync in Homebrew/.github to reduce chances of this happening but probably somewhat impossible to entirely avoid.

Nicest fix might just be something like making this skip the sync if it's only changing a uses like this and assume Dependabot will pick it up 🔜 instead.

I'm a bit confused here, because when I checked yesterday it looked like setup-ruby was v1.254.0 across all repos. All of these downgrade PR's have been to v1.247.0. I'm going to bump the 3 instances of v1.247.0, verify we're up to date, and then we need to watch these config syncs for a while.

Looks like Dependabot might be missing some updates, and then trying to sync this old version out to the other repos. setup-ruby was last bumped by Dependabot 4 weeks ago in this PR: Homebrew/brew#20275.
