[CI] Remove skip logic for *.txt-only changes

Motivation

CI was skipped for *.txt-only changes, which caused updates to requirements.txt to be ignored and missed dependency validation.

Modifications

Remove the skip logic for *.txt-only changes to ensure dependency updates (e.g., requirements.txt) always trigger CI.
