- Prefer provider apiKey values from config.json when present - Fall back to provider registry env_key values when config apiKey is empty - Reuse resolved API keys across CLI provider creation, verification service specs, provider modes, and status output - Add DeepSeek regression coverage for config precedence, environment fallback, missing key errors, and provider overrides
