Various FRLG RNG fixes

Day 2 of the private beta:

• A better SID Helper fix for German after testing with Turbo Macros
  • applied the fix to Japanese as well
  • Thanks to Patrick and Nyashiro for testing
• Fixed TID reader for Japanese
  • Thanks to Nyashiro for the screenshot of a Japanese Trainer card
• Changed default SID helper setting to make it safe for all languages
• Added a stop condition to auto-RNG programs when no matches are found across several encounters in a row
• Fixed bug preventing Max Resets user input from being respected
• Minor tweak to Switch 1 wait duration (based off of Ten Lines)

Successfully retested the SID Helper and Starter RNG (English, Switch 2) myself.
