Small FRLG RNG program tweaks and fixes

Small changes:

• Fixes bulbasaur typo in subset for OCR in the Starter RNG program
• Adds warnings for low seed delays to helper text in each RNG program, since this is still the most common user error
• Use consistent default values across FRLG RNG programs
