Adds a multi-select location filter derived from the unique country + area combinations in employee salary data. Filter options display as "Area (Country)" for clarity. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
Replaces the location factor scenarios page with a broader payroll scenarios tool. Two tabs let admins model the payroll impact of changing location factors and/or SF benchmark salaries simultaneously, with a combined summary bar showing the net effect across active employees. - Rename route to /payroll-scenarios (old URL redirects) - Add Benchmarks tab using sfBenchmark dollar values as the reference factor - Combined summary applies both override types per-employee multiplicatively - Update Operations menu link

Adding a scenario modeller for Ops to be able to see the impact of benchmark changes and location factor changes to payroll for budgeting purposes.
