I think most designs failing on this check are those with SWAP_ARITH_OPERATORS=1 and affected by The-OpenROAD-Project/OpenROAD#9724 It's also flagging the pads on ihp-sg13g2/i2c-gpio-expander which we might need to adjust the check for to ignore:

Validate that reading the .spef produced by RCX has put an annotation on all driver pins except for those with no loads.
