ci: add debug logging and robust resolution for PR number and SHA

Description

This PR adds debug logging to the reusable-governance.yml workflow to print the raw inputs and resolved values for pr-number and commit-sha.
It also makes the fallback logic robust against "null" and "0" values, which can occur when optional inputs are not provided in some trigger contexts (like workflow_run).
