This PR merges in all 1.19.0 changes.

  1. Adjusts capitalization and title usage for various strings.
  2. Updates WordPress Develop links to not use redirected versions
  3. Addresses undefined index notices from upsell notification.
  4. Adds support for "Filter by category" and "Filter by date" labels.
  5. Adds jQuery-less Dashicon selection
