What changes were proposed in this pull request?
Refactor the EmbeddedServer to provide a common and extensible Tomcat launcher for Ranger modules. It adds support for prefixed service configurations and reusable configuration helpers while preserving existing Ranger Admin/KMS behavior. This enables future services to reuse the same embedded server infrastructure without duplicating Tomcat startup logic.
How was this patch tested?
Local build passed and tested on docker for admin and kms.
