Move reference documentation to docs/references/

Description

Move several sections from the root README into standalone reference documents under docs/references/. This keeps the README focused on getting started and high-level overview, while making technical reference material easy to find in a dedicated location.

• Move "Minimum Recommended Versions" to docs/references/minimum-requirements.md
• Move "Health Check Status" to docs/references/health-check.md
• Move "Logging" to docs/references/logging.md
• Move "Providing a Default Connection" to docs/references/default-connection.md
• Combine "Security", "HTTPS Connections", and "Permissions" into docs/references/security.md
• Fix broken cross-references in docs/development.md, docs/guides/deploy-to-ecs-fargate.md, and docs/references/default-connection.md
• Replace smart quotes with straight quotes in affected files
• Add top-level heading to docs/README.md
• Add references section to docs/README.md table of contents

Validation

• All internal markdown links have been verified to point to correct targets
• No code changes; documentation only
