The bootc-ubuntu-setup and setup-rust actions now live canonically in the bootc-dev/actions repository. Remove the copies from common/ that were being synced to other repos, and update sync-common.yml to reference the shared action instead.

The test-bootc-ubuntu-setup workflow is also removed since it tested the local copy; testing should happen in the bootc-dev/actions repo.

The next sync-common run will automatically delete the stale .github/actions/ directories from repos that received them previously.
