The Pg test is expected to fail, that's a different bug/PR. Release Tests on 20.04 is permanently broken, and is the reason for this PR. Release Tests on 24.04 should then NOT be failing, so that needs to be fixed before this can be merged. |

I'd like to merge this as-is. The Postgres issue will be handled separately on bug#1990986. |

Update tests to run on Ubuntu 24.04 because GitHub has deprecated 20.04.
