Upgrade Atlas migrations image to latest canary build which addresses Go stdlib CVEs (CVE-2025-61726, CVE-2025-61728, CVE-2025-61730) by using Go 1.25.6. Also aligns test workflow Atlas version to v1.0.0. Signed-off-by: Miguel Martinez <miguel@chainloop.dev>
