This PR adds release notes for Chef Infra Client version 18.10.13. The release notes document various improvements and fixes across resource updates, packaging, and security areas. This follows the established pattern in the release notes file where each new version is added chronologically at the top of the document.
Changes:
- Added release notes for Chef Infra Client 18.10.13 with sections for Compliance Phase Improvements, New Resources, Resource Updates, Packaging, and Security
- Documented fixes for chocolatey packages race condition, platform-specific gems, homebrew_package testing, and directory resource file type mismatch handling
- Listed packaging updates including Kitchen.yml improvements, cookstyle linting, and dependency updates (InSpec, Omnibus, Docker, train-core, rubygem)
- Documented security update for uri gem
