Required for OIDC provenance verification in monorepo publishing.
Remove local npm publish in favor of OIDC trusted publishing via GitHub Actions.
Prerelease tags (alpha/beta/rc) were published with the latest dist-tag. Determine the correct dist-tag from the git tag name and pass it to lerna publish via --dist-tag. Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
